Our Annual General Meeting took place on Thursday 23rd November. 960 students (including proxy voters) attended to debate and determine the direction of their Students’ Union. Below you will find a summary of the results of that meeting. You will find details of the outcome regarding each motion, where a motion passed the 'AGM Resolves' section as voted for by AGM is included below. Officers are mandated to work on these and will keep students informed on progress.

Media Attention
The Students’ Union is proud to run one of the largest democratic student forums in the UK, engaging nearly 1,000 students on important matters to shape the future direction of the organisation.
Bringing together such a large group of passionate and empowered students is no simple task, we know that with that passion and diversity of thinking can also come disagreement.
The Students’ Union is required to uphold freedom of speech on campus, this means that challenging and sensitive topics may be discussed as long as they do not break the law or cause harm. This can be a difficult balance at times with some words, phrases and meanings requiring context
We have been disappointed to see the media reporting of AGM, this has partly been fuelled by some selective cropping of content shared on social media, we have found that some of this has been very misleading and does not portray the meeting as a whole.
This information aims to establish some facts about the AGM, some events on the evening and some wider information on what’s next with the policy submitted.
Frequently Asked Questions
1. Background of the Annual General Meeting (AGM)
What is the Students’ Union AGM
The AGM is a meeting to which all registered students are invited and are able to attend. The agenda typically includes reports to students on the past year's Students’ Union activities, an update on current matters, a forum to ask questions to the Trustees and an opportunity for students to propose motions and pass policy on topics that are important to them.
How is policy submitted?
Any student can submit a motion to the meeting which may call upon the Union to form policy or take actions on a particular topic. When motions are received, they are assessed to ensure that are within the power of the AGM, before being put forward to students who determine which items they would like to have discussed by way of a priority ballot.
Who gets a chance to speak at AGM
Students who submit motions are guaranteed a speech in favour of their motion to introduce the topic. The proposers are also allowed a shorter summation speech at the end of the debate. No other student is guaranteed to be able to speak for or against a motion. The Chair will ask the attendees to raise their hands to indicate a desire to speak and then randomly select individuals and invite them to the stage.
2. Information about what took place at this AGM
Was anyone escorted from the venue for their own safety?
No. Nobody was escorted from the venue for their own safety. The reports circulating stating this are simply untrue.
Were students silenced from speaking on the debate?
As highlighted above, no student is given right of reply on motions they wish to speak to. Any students wishing to speak for or against a motion are required to raise their hand and the Chair will select an individual at random. The Chair will seek to ensure that a variety of voices are heard, but it may not be feasible for every person who wishes to speak to be able to.
Was a student stopped from speaking on any motion?
In a clip circulating online, a student is shown to be removed from the stage during a speech. This edited clip does not represent the true context of what took place; the student was asked to temporarily move away from the microphone whilst the audience was brought to order. Once the crowd was brought to order, the student continued their speech to the end with the time being extended to take account of the interruption.
What did you to do ensure students were aware of how they should behave?
A variety of communications were developed to set the standards of what a healthy and inclusive debate should look like:
- Speech from the Chair – before the motion debates took place, the Chair read a pre-agreed script reiterating the rules of debate and expected behaviour and the potential repercussions should they be broken;
- Communications to all students - all 36,000+ students were emailed in the week leading up to the meeting with information outlining key debating principles for AGM
- Regular reminders from the Chair – at regular intervals the Chair reminded the audience about their behaviours and asked that the crowd let all students speak, pausing the debate to do so where necessary.
The video shows the crowd being disruptive, why didn’t you stop them or throw people out?
We strongly encouraged students to listen and allow speakers to be able to talk for and against the motions. We agree that at times, the behaviour from the crowd was disruptive and the Chair worked incredibly hard to bring the crowd to order. Where we were able to identify students who were shouting anything unacceptable, we moved quickly to eject them from the meeting.
We want to emphasise to the student body, that speakers who have opposing views should be allowed to make their case, even if that is an unpopular decision to hold. At times we were disappointed that the crowd did not allow that to happen.
Why were there students disrupting the meeting with procedural motions?
There are provisions within the rules of the meeting for students to call for procedural motions, such as asking the Chair to reconsider something, or to move to different elements of the discussion or agenda. Some individuals in the room used these motions extensively to seek to influence the way the debate took place.
I felt unable to speak against topics, what can be done about that?
We are aware that some individuals felt they were unable to contribute to the meeting and this is disappointing to hear. The Chair sought to solicit input from a range on individuals speaking both for and against items on the agenda.
3. Content of the motions and next steps
Why is the Students’ Union taking stances on international matters, is that not against the charitable objects of the organisation?
Students’ Unions have a long and proud history of campaigning on matters that are important to students. Recently, this has included matters that relate to international and domestic matters such as climate change, pro-choice, and concerns around the Qatar World Cup.
Providing forums for discussion and debate for the personal development of our students is an explicit charitable objective of the Students’ Union, cited within our Articles of Association and agreed with the Charity Commission.
Our students can and do come together to discuss and agree stances on a range of political issues, however the actions arising from such stances may be impacted by the charitable objects of the Union. The charitable objects are the fundamental aims and roles of a charity and ensure that charitable resources are only expended in a manner that furthers the charity's purpose.
How will the Students’ Union ensure the any actions taken do not fall outside charitable objects?
The Students’ Union Trustee Board has met to review the content of the motions and the outcome of the AGM and has given a steer to how those actions should be enacted.
In the case of the motions passed at AGM, the majority of actions will be able to progress in line with the expressed desire of the motion. In relation to some motions, there are elements of activity that the Board of Trustees have felt they must adjust or take an alternative view. In these instances, the Trustees will seek to ensure that the spirit of the motion feeds into any action, but that such action is within the charitable objects of the Union.
How will the Students’ Union support those who feel AGM was challenging?
We strongly encourage any student or student group to get in touch if they have any concerns since AGM.
We are proactively supporting some groups who we are aware found the meeting challenging and this will continue. We have, or are in the process of responding to any complaints about behaviours from the evening. As with all Students’ Union activities, all feedback submitted will assist with the development of future events and we encourage students to provide any feedback on the AGM.

Motions
Motion I: A Better & More Inclusive University. PASSED
1. Cardiff Students’ Union should adopt the Muslim Engagement and Development (MEND) working definition of Islamophobia1 to better protect and support the Cardiff University community.
2. Cardiff Students’ Union should lobby Cardiff University to ensure that all University buildings have dedicated multifaith prayer rooms with private ablution facilities included. With particular attention needed at the Heath Park Campus.
3. Cardiff Students’ Union should work to introduce Halal and Kosher food options in the Students’ Union. In addition to lobbying Cardiff University to introduce Halal and Kosher options across the food outlets around campus. With particular attention needed at the Heath Park Campus.
4. Cardiff Students’ Union should run awareness campaigns regarding different religious and cultural events/celebrations and observations e.g., Ramadan, and Hannukah, with the intention of educating students on the matters.
5. Cardiff Students’ Union should lobby Cardiff University to make educational resources more readily available during religious periods on the student intranet.
6. Cardiff Students' Union should work to introduce committee training for sports clubs and societies on faith, religious observations, and discrimination.
7. Cardiff Students’ Union will commit to conduct consultations with its members from marginalised religious backgrounds to improve the experience of these students. Particularly important areas for consideration in these consultations may include: the centrality of alcohol in student events and in the communication of student life, access to support for discrimination, etc....
Motion II: Time to Act: Tackling Sexual Misconduct at Cardiff University. PASSED
1. The Students’ Union must support initiatives to prevent sexual violence from happening on campus by working with organisations such as Empowered Campus to change the culture that has perpetuated gender based violence across campus.
2. The Students’ Union must also hold thorough and inclusive consultations with students about what they would like to see from the student union to promote a safe campus for all. These consultations must be accessible and inclusive, ensuring that marginalised students could engage with them and have their say in this matter. They should also commit to organising and promoting educational workshops on topics such as consent, understanding types of abuse, and gender-based violence.
3. The Students’ Union must commit to collecting and monitoring data on the prevalence of sexual misconduct, following on from the findings of the Tab article as noted above.
4. The Students’ Union must commit to lobbying Cardiff University to:
a. Adopt a progressive definition of sexual assault through annual student consultation and with reference to the Sexual Offences Act 2003,
b. Make updated definitions easily accessible on both the intranet and sims.
c. Amend accommodation contracts to remove perpetrators from university halls of residence. This policy should align the interests of the victim with university policy making to ensure a successful adjustment to accommodation contracts. Within this amendment, give victims the option to move residency while going through an investigatory process.
d. Adopt and enforce a clear policy which bans University staff initiating or developing close personal or intimate relationships with students where the member of staff holds a position of authority or responsibility over that student. Where both an academic and personal relationship exists, the member of staff must inform the University, so that alternative arrangements can be made to prevent any potential abuse of authority. The Students’ Union must also lobby for a safe and effective method for students in/students aware of inappropriate staff/student relationships to disclose/report without fear of repercussion.
i. The Students’ Union and student groups will work with the University to produce clear guidelines which may frequently be reviewed and made publicly accessible. However, situations where a staff member will have responsibility for a student will include, but not be limited to where:
1. there is any direct supervisory or teaching relationship (for example between postgraduate students and their supervisor, or tutors and their tutees);
2. a member of staff has direct or indirect responsibility for that student’s academic studies (for example, assessor of a student’s work);
3. a member of staff has direct or indirect responsibility for that student’s personal welfare (for example providing welfare services or acting as a mentor or college advisor);
4. a member of staff has a mentoring role or ongoing administrative responsibility for a student; or
5. a member of staff is involved in the admission or selection of applicants or offer- holders.” [Based on Oxford University’s 2023 Student/Staff Relationship Policy].
e. Conduct a student-led review into the disclosure response team following on from the ideas set up by Emily Carr, SU’s Women’s Officer (2022/23)
f. Ensure that cases of harassment and discrimination are thoroughly investigated and ensure just outcomes for the victim, including criminal convictions, and permanent expulsions.
Motion III: Ceasefire Now. PASSED
1. Cardiff SU to publicly call for an immediate ceasefire, while also lobbying Cardiff University to make this call.
2. Cardiff SU to call for material support to Palestinian, Israeli, Jewish, and Muslim students, as well as any others affected during this time from Cardiff University as well as other stakeholders in Wales.
3. Cardiff SU to organise, support, and curate educational events and resources to bring more awareness to the conflict among the students. Important topics to consider are:
- That Israel does not represent Judaism, and that it is anti-Semitic to presume that any Jewish individual owes allegiance to Israel, rather than it being anti-Semitic to not support Israel.
- The difference between Israel, Judaism and Zionism, and the difference between Hamas, Palestine and Islam.
- Not every Muslim and Arab individual supports Hamas; they stand in solidarity with the Palestinians. Supporting Palestine does not necessarily imply supporting Hamas; it means advocating for an end to the Israeli occupation of Palestine.
- Rise in racist, Islamophobic, and anti-Semitic hate crimes due to people conflating pro-Palestine with pro-Hamas.
- How to spot lies and propaganda from the state of Israel and the Israeli Defense Forces (IDF), e.g., biblical justification of the occupation of Palestine, extent of the damage to Israel, location of Hamas bases, etc.

Motion IV: The Climate Crisis: an Evidence-Based, Sustainable Food System for Cardiff University. FELL
Motion V: Advocation for the Abolition of Tuition Fees. NO TIME – MOVED TO STUDENT SENATE FOR DEBATE

Sylw gan y cyfryngau
Mae Undeb y Myfyrwyr yn falch o redeg un o'r fforymau myfyrwyr democrataidd mwyaf yn y DU, gan ymgysylltu â bron i 1,000 o fyfyrwyr ar faterion pwysig er mwyn llywio cyfeiriad y sefydliad yn y dyfodol.
Nid yw dod â grŵp mor fawr o fyfyrwyr angerddol at ei gilydd yn dasg syml. Rydyn ni'n gwybod y gall anghytundeb ddod gyda'r angerdd a'r amrywiaeth o feddwl hwnnw hefyd.
Mae'n ofynnol i Undeb y Myfyrwyr sicrhau’r rhyddid i lefaru ar y campws. Mae hyn yn golygu y gellir trafod pynciau heriol a sensitif cyn belled nad ydynt yn torri'r gyfraith nac yn achosi niwed. Gall hyn fod yn gydbwysedd anodd ar adegau gyda rhai geiriau, ymadroddion ac ystyron yn gofyn am gyd-destun.
Rydym wedi cael ein siomi o weld adroddiadau’r cyfryngau am y CCB, sydd wedi cael ei ysgogi’n rhannol gan rywfaint o dorri a dethol o gynnwys cafodd ei rhannu ar gyfryngau cymdeithasol. Rydym wedi canfod bod rhywfaint o hyn wedi bod yn gamarweiniol iawn ac nid yw’n portreadu’r cyfarfod yn ei gyfanrwydd.
Nod y ddogfen hon yw sefydlu rhai ffeithiau am y CCB, rhai o ddigwyddiadau’r noson a rhywfaint o wybodaeth ehangach am yr hyn sydd i ddod nesaf gyda'r polisïau a gyflwynwyd.
Cwestiynau cyffredin
1. Cefndir y Cyfarfod Cyffredinol Blynyddol (CCB)
Beth yw Cyfarfod Cyffredinol Blynyddol Undeb y Myfyrwyr
Mae'r Cyfarfod Cyffredinol Blynyddol yn gyfarfod y gwahoddir pob myfyriwr cofrestredig iddo. Mae'r agenda fel arfer yn cynnwys adroddiadau i fyfyrwyr ar weithgareddau Undeb y Myfyrwyr yn y blynyddoedd diwethaf, diweddariad ar faterion cyfoes, fforwm i ofyn cwestiynau i'r Ymddiriedolwyr a chyfle i fyfyrwyr gyflwyno cynigion a phasio polisi ar bynciau sy'n bwysig iddynt.
Sut mae polisi yn cael ei gyflwyno?
Gall unrhyw fyfyriwr gyflwyno cynnig i’r cyfarfod a all alw ar yr Undeb i lunio polisi neu weithredu ar bwnc penodol. Pan dderbynnir cynigion, cânt eu hasesu i sicrhau eu bod o fewn gallu’r CCB, cyn eu cyflwyno i fyfyrwyr sy’n penderfynu pa eitemau yr hoffent eu trafod drwy bleidlais flaenoriaeth.
Pwy sy'n cael cyfle i siarad yn y CCB
Mae myfyrwyr sy'n cyflwyno cynigion yn sicr o gael siarad o blaid eu cynnig wrth gyflwyno'r pwnc. Mae'r cynigwyr hefyd yn cael crynhoi ar ddiwedd y ddadl. Nid oes sicrwydd y bydd unrhyw fyfyriwr arall yn gallu siarad o blaid neu yn erbyn cynnig. Bydd y Cadeirydd yn gofyn i’r mynychwyr godi eu dwylo i ddangos awydd i siarad ac yna byddant yn dewis unigolion ar hap a’u gwahodd i’r llwyfan.
2. Gwybodaeth am yr hyn a ddigwyddodd yn y CCB hwn
A gafodd unrhyw un ei hebrwng o'r lleoliad er eu diogelwch eu hunain?
Naddo. Ni chafodd unrhyw un eu hebrwng o'r lleoliad er eu diogelwch eu hunain. Mae adroddiadau sy'n nodi hyn yn anwir.
A gafodd myfyrwyr eu hatal rhag siarad ar y ddadl?
Fel yr amlygwyd uchod, ni roddir hawl i unrhyw fyfyriwr ymateb i gynigion y maent yn dymuno siarad amdanynt. Rhaid i unrhyw fyfyrwyr sy'n dymuno siarad o blaid neu yn erbyn cynnig codi eu llaw a bydd y Cadeirydd yn dewis unigolyn ar hap. Bydd y Cadeirydd yn ceisio sicrhau bod amrywiaeth o leisiau'n cael eu clywed, ond efallai ni fydd yn ymarferol i bob person sy'n dymuno siarad gallu gwneud hynny.
A ataliwyd myfyriwr rhag siarad ar unrhyw gynnig?
Mewn clip sy'n cael ei rhannu ar-lein, dangosir myfyriwr yn cael ei dynnu o'r llwyfan wrth iddo siarad. Nid yw'r clip golygedig hwn yn cynrychioli gwir gyd-destun yr hyn a ddigwyddodd; gofynnwyd i'r myfyriwr symud oddi wrth y meicroffon dros dro tra bod y gynulleidfa'n cael ei rheoli. Unwaith dygwyd y dorf i drefn, parhaodd y myfyriwr â'i araith hyd y diwedd, gyda’r amser wedi’i ymestyn er mwyn cymryd yr ymyrraeth i ystyriaeth.
Beth wnaethoch chi ei wneud i sicrhau bod myfyrwyr yn ymwybodol o sut y dylent ymddwyn?
Datblygwyd amrywiaeth o ddulliau cyfathrebu i osod y safonau ar gyfer dadl iach a chynhwysol:
- Araith gan y Cadeirydd – cyn i’r dadleuon ar gynigion cael eu cynnal, darllenodd y Cadeirydd sgript y cytunwyd arni ymlaen llaw yn ailadrodd rheolau’r ddadl a’r ymddygiad disgwyliedig a’r ôl-effeithiau posibl pe baent yn cael eu torri;
- Cyfathrebu â phob myfyriwr - e-bostiwyd pob un o'r 36,000 + o fyfyrwyr yn yr wythnos yn arwain at y cyfarfod gyda gwybodaeth yn amlinellu egwyddorion dadlau allweddol ar gyfer y CCB.
- Datganiadau atgoffa rheolaidd gan y Cadeirydd – yn rheolaidd atgoffodd y Cadeirydd y gynulleidfa am eu hymddygiad a gofynnodd i’r dorf adael i’r holl fyfyrwyr siarad, gan oedi’r ddadl i wneud hynny lle bo angen.
Mae'r fideo yn dangos y dorf yn bod yn aflonyddgar, pam na wnaethoch chi eu hatal neu daflu pobl allan?
Fe wnaethom annog myfyrwyr yn gryf i wrando a chaniatáu i siaradwyr allu siarad o blaid ac yn erbyn y cynigion. Rydym yn cytuno bod ymddygiad y dorf ar adegau wedi bod yn aflonyddgar a gweithiodd y Cadeirydd yn hynod o galed i ddod â’r dorf i drefn. Lle’r oeddem yn gallu adnabod myfyrwyr a oedd yn gweiddi unrhyw beth annerbyniol, fe wnaethom symud yn gyflym i’w taflu allan o’r cyfarfod.
Rydym am bwysleisio wrth y corff myfyrwyr y dylid caniatáu i siaradwyr sydd â safbwyntiau gwrthgyferbyniol gyflwyno eu hachos, hyd yn oed os yw hynny’n benderfyniad amhoblogaidd. Ar adegau roedden ni’n siomedig nad oedd y dorf yn caniatáu i hynny ddigwydd.
Pam roedd myfyrwyr yn amharu ar y cyfarfod gyda chynigion gweithdrefnol?
Mae darpariaethau o fewn rheolau’r cyfarfod i fyfyrwyr alw am gynigion gweithdrefnol, megis gofyn i’r Cadeirydd ailystyried rhywbeth, neu symud at wahanol elfennau o’r drafodaeth neu’r agenda. Defnyddiodd rhai unigolion yn yr ystafell y cynigion hyn yn helaeth i geisio dylanwadu ar y ffordd y cynhaliwyd y ddadl.
Teimlais nad oeddwn yn medru siarad yn erbyn pynciau, beth ellir ei wneud am hynny?
Rydym yn ymwybodol bod rhai unigolion yn teimlo nad oeddent yn gallu cyfrannu at y cyfarfod ac mae hyn yn siomedig i’w glywed. Ceisiodd y Cadeirydd clywed mewnbwn gan amrywiaeth o unigolion a oedd yn siarad o blaid ac yn erbyn eitemau ar yr agenda.
3. Cynnwys y cynigion a'r camau nesaf
Pam fod Undeb y Myfyrwyr yn cymryd safiad ar faterion rhyngwladol, onid yw hynny yn erbyn amcanion elusennol y sefydliad?
Mae gan Undebau Myfyrwyr hanes hir a balch o ymgyrchu ar faterion sy'n bwysig i fyfyrwyr. Yn ddiweddar, mae hyn wedi cynnwys materion sy'n ymwneud â materion rhyngwladol a domestig megis newid hinsawdd, bod o blaid dewis, a phryderon ynghylch Cwpan y Byd Qatar.
Mae darparu fforymau ar gyfer trafodaeth a dadl ar gyfer datblygiad personol ein myfyrwyr yn un o amcanion elusennol penodol Undeb y Myfyrwyr, a ddyfynnir yn ein Herthyglau Cymdeithasu ac y cytunwyd arno gyda'r Comisiwn Elusennau.
Mae ein myfyrwyr yn gallu, ac maent yn, dod at ei gilydd i drafod a chytuno ar safbwyntiau ar ystod o faterion gwleidyddol, fodd bynnag gall amcanion elusennol yr Undeb effeithio ar y gweithredoedd sy’n deillio o safiadau o’r fath. Yr amcanion elusennol yw nodau a rolau sylfaenol elusen ac maent yn sicrhau bod adnoddau elusennol yn cael eu defnyddio mewn modd sy'n hyrwyddo diben yr elusen yn unig.
Sut bydd Undeb y Myfyrwyr yn sicrhau nad yw unrhyw gamau a gymerir tu allan i’r amcanion elusennol?
Mae Bwrdd Ymddiriedolwyr Undeb y Myfyrwyr wedi cyfarfod i adolygu cynnwys y cynigion a chanlyniadau’r CCB ac mae wedi rhoi arweiniad ar sut y dylid gweithredu'r camau hynny.
Yn achos y cynigion a basiwyd yn y CCB, bydd mwyafrif y camau gweithredu yn gallu symud ymlaen yn unol â’r dymuniad a fynegwyd yn y cynnig. Mewn perthynas â rhai cynigion, mae yna elfennau o weithgarwch y mae Bwrdd yr Ymddiriedolwyr wedi teimlo bod yn rhaid iddynt eu haddasu neu gymryd safbwynt amgen arnynt. Yn yr achosion hyn, bydd yr Ymddiriedolwyr yn ceisio sicrhau bod ysbryd y cynnig yn bwydo i mewn i unrhyw weithred, ond bod gweithredu o’r fath o fewn amcanion elusennol yr Undeb.
Sut bydd Undeb y Myfyrwyr yn cefnogi'r rhai sy'n teimlo yr oedd y CCB yn heriol?
Rydym yn annog unrhyw fyfyriwr neu grŵp myfyrwyr i gysylltu os oes ganddynt unrhyw bryderon ers y CCB.
Rydym yn mynd ati’n rhagweithiol i gefnogi rhai grwpiau yr ydym yn ymwybodol y bu’r cyfarfod yn heriol iddynt a bydd hyn yn parhau. Rydym wedi, neu yn y broses o, ymateb i unrhyw gwynion am ymddygiad yn ystod y noson. Fel gyda holl weithgareddau Undeb y Myfyrwyr, bydd yr holl adborth a gyflwynir yn cynorthwyo gyda datblygu digwyddiadau yn y dyfodol ac rydym yn annog myfyrwyr i ddarparu unrhyw adborth ar y CCB.
